There is no HMRC-approved umbrella list — here's what to check instead
Last updated:
One of the most-searched phrases in contracting is "list of HMRC approved umbrella companies". It's a reasonable thing to want — and it doesn't exist. Understanding why makes you harder to mislead.
Why HMRC doesn't approve umbrellas
HMRC administers tax law; it doesn't vet or endorse commercial payroll providers. There is no register, no kitemark, no application you can pass. Any umbrella marketing itself as "HMRC approved" is claiming something that structurally cannot be true — treat that as a signal about their honesty, not their status.
What exists instead
- FCSA membership — the Freelancer and Contractor Services Association audits members' tax, NI and payment compliance annually through independent accountants.
- Professional Passport — an accreditation scheme with an audit standard for umbrella and CIS providers.
- Accountancy-body regulation — some providers are regulated by ICAEW or ACCA, which brings professional standards and a complaints route.
These are industry schemes, not government guarantees — but an audited member has passed independent checks that a claims-based 'approved' provider hasn't.
Red flags that outrank any badge
- Take-home quoted at 85-90%+ — that's a loan/scheme structure with HMRC history (see the 2019 loan charge)
- Pressure to sign before you've seen the payment schedule in writing
- Fees expressed only as a percentage with no flat £ figure
- No employer's liability or professional indemnity insurance in the package
The checks that actually protect you
Ask every candidate the same four questions: (1) the flat weekly margin, (2) a written payment schedule showing gross to net on a sample day rate, (3) which accreditations, with audit dates, (4) exit process and costs. Compare answers rather than marketing. Our umbrella fees guide shows how to read the payment schedule line by line.
